Yes. By paying for a plan, package, or membership in full, a consumer is trusting you to provide the services over the plan period and has guaranteed loyalty and compliance to you. You should absolutely reward this consumer with an additional discount but you are not required to do so. To look at it differently, the additional discount would encourage your consumers to pay the plan in full.
During plan creation you are given an option to give your consumers an additional 5% off if the plan is paid in full at purchase. Your consumers will see this 5% off listed for the full payment if you have allowed this option. They consumers can pay the plan in full at the time of purchase regardless of this additional discount being offered or not.
